The University of Winnipeg commissioned Public City and David Penner Architect to create a new shared facility with Plug In Institute of Contemporary Art. Collaborating with local designer and art coordinator Neil Minuk, the team organized this multi-functional space around spacious, vibrant public hallways that also serve as gallery spaces. Despite a limited budget unusual for institutions of this caliber, the architects delivered a high-quality, distinctive building, demonstrating that thoughtful design can achieve remarkable outcomes even with modest resources.
